Srinagar, 3 Nov: The National Child Development Council (NCDC) Core Committee held a discussion on underage driving, with members highlighting the need to create awareness among students, parents, teachers and the general public about road safety and the legal consequences of allowing minors to drive.

During the discussion, one member suggested organising regular road safety awareness programmes, seminars and campaigns in schools, with the participation of traffic police and Motor Vehicles Department officials. The member also stressed that parents should not hand over vehicles to children who are below the legally prescribed driving age and should monitor their activities.

Another member referred to two recent road accidents involving young drivers and said such incidents highlighted the need for greater awareness. The member observed that some youngsters may be influenced by YouTube videos and Instagram reels depicting risky driving. She emphasised that students should be made aware of traffic rules, civic responsibilities and the importance of respecting other people’s lives. She also suggested incorporating road safety education into the school curriculum.

A member stressed that parents should understand their responsibility before providing vehicles to their children, observing that young drivers may not always have the maturity and discipline required to handle vehicles safely. She called for frequent awareness programmes in educational institutions and strict implementation of existing rules.

Another member suggested that parents should accompany young drivers and observe their driving practices to ensure they follow road safety regulations. The member also called for appropriate preventive measures by the government, particularly in cases of repeated over-speeding.

During the discussion, one member highlighted the condition of roads and said proper road maintenance was also important in preventing accidents. The member additionally expressed the view that the minimum driving age could be reconsidered, suggesting that changes in the licensing system might provide students with more opportunities for awareness and training.

Another member referred to the Juvenile Justice Act and expressed concern over what he described as the misuse of legal concessions available to minors involved in offences. He suggested reviewing the existing legal framework and considering different age groups while dealing with offences committed by minors.

Members also stressed that road safety awareness should not remain limited to schools but should involve families, neighbourhood groups, local organisations and concerned authorities.
